Born in Nyalam, Tibet in 1958. He did his basic schooling at CST Mussoorie. After that, he studied BA Hons., LLB at Chandigarh, E.Ed from Bangalore and Diploma in Psychotherapy from Vellore. He was a youth leader in Kollegal settlement, where he taught for 6 years. While in college, he served as the President of RTY Chandigarh twice. Later, he joined Centrex of Tibetan Youth Congress and worked as General Secretary from 1989-92.
He joined Central Tibetan Administration in 1993 as the head of Africa & Middle East Desk in the Department of Information and International Relations. During which he played a pivotal role in arranging His Holiness the Dalai Lama’s maiden visit to South Africa and meeting with former President Nelson Mandela in 1996.
He worked as the Representative of His Holiness the Dalai Lama in South Africa from 1997 – 2001. He then served as the Representative for Office of Tibet in Brussels and Paris from 2001 – 2005. In 2005, he was appointed as the General Secretary of the Tibetan Homes Foundation, Mussoorie. Later, he was appointed as the Chief Representative Officer of the Southern Tibetan Settlements, Bangalore from 2010- 2012. On 08 February 2013, He was appointed as the Secretary of Department of Information and International Relations. Currently he is working as the Representative of Office of Tibet, Brussels.
